For better understand your situation, could you please provide us more detail information as:
Where did you purchase the Microsoft 365 licenses?
Did you buy directly from the official Microsoft Education Store, or did you buy from a third-party retailer (for example: a college store, Digital River, or another online retailer)?
In the meantime, since licensing issue, in your case it is license activation stage is better managed under Microsoft's Billing team, I suggest you should contact our billing support team directly by raising a support ticket in Microsoft 365 admin center.
