My Account was Blocked (******@HOTMAIL.COM)

My Outlook Account was blocked, and cant appeal. when signin a pop up shows "Your account has been locked" & "How to appeal this and unlock your account" click next. when Clicked Next aks for mobile number, but That verification method isn't working right now.
what to do now??
