i would like to install Chinese(Simplified, Singapore)

Greetings, I'm having a problem installing Chinese (Simplified, Singapore), its stopped at 70%.
Feel free to guide on this problem.

    According to your description, I understand that you installed a language pack and get stuck around 70%. Before giving you the best solution, could you please confirm these questions below to help me diagnose the issue more effectively: 

    • Which Windows version are you using (Windows 10 or Windows 11, and the build number)?
    • Is this device managed by your organization?
    • Do you see any error code or message when it stops, or does it just hang?
    • Are other language packs able to install successfully on this device?
    • Have you tried installing the language after restarting the device and temporarily disabling VPN/security software?
    • Is this happening on only this device, or have you seen the same issue on other PCs as well?

    According to my research, the most common reason for this issue happening on your computer is because your Windows license might only support 1 language. For reference, you can refer to this: Can't download chinese simplified languange pack in windows 11

    Step 1: Open PowerShell with administrator privilege > Type Install-Language and hit enter > Type zh-CN and hit enter > Wait for it to install.

    Step 2: Once installed, if you want the Chinese language to be the preferred language, please follow the steps here: Type Set-SystemPreferredUILanguage and hit enter > Type zh-CN and hit enter.

    Note: It is normal to take some minutes (depending on the internet connection speed)

    Moreover, you can try manually installing Chinese (Simplified, China) using PowerShell. For reference: I can't install chinese (mainland) language for my laptop

    Step 1: Press Win + X > Click Terminal (Admin) or PowerShell (Admin).

    Step 2: Run below command to check available language packs: Get-WinUserLanguageList

    Step 3: If zh-CN (Simplified Chinese) is missing, proceed to the next step.

    Step 4: Install Chinese (Simplified, Mainland) by running below command):

    • $LangList = New-WinUserLanguageList zh-CN
    • Set-WinUserLanguageList $LangList

    Step 5: Restart your PC and check if the language appears.
