What is the recommended methodology for diagnosing migration failures and ensuring session stability during an Exchange Server SE deployment?

Our move to Exchange Server SE has triggered intermittent mailbox migration issues for critical teams. I'm looking for the correct cmdlets to troubleshoot these failures and a solution to get the migrations back on track.

Based on my research, Microsoft doesn’t provide a single, consolidated article that lists all troubleshooting cmdlets for on‑premises/server‑to‑server moves. However, the following commands are commonly used to monitor and diagnose mailbox moves:

    • Use Get‑MoveRequestStatistics to monitor and view detailed information about move requests, however, note that some failure messages returned by this cmdlet are temporary and don’t indicate an actual failure.
    • Use Get‑MigrationUserStatistics to view detailed information about the migration requested for a specific user

    Additionally, in my research I found a commonly observed cause when migrating to Exchange Server 2019/SE that in Exchange 2019/SE, throttling can limit concurrent mailbox moves to protect server health.
