How can I contact a human for support with Outlook?

I cannot add my hotmail/outlook account to my new Mac Book Air. I have tried contacting Apple but it apears to be an Outlook issue.

I can access my hotmail via the internet but every time is try to link as my macbook mail if states unable to connect and offers a link byt the link shows error message 400 for signing in.
