how can I get rid of "403 Forbidden Microsoft-Azure-Application-Gateway/v2"

I desperately need help to stop the above appearing on my laptop. What is it? Why am I suddenly seeing this? I am 73 years old and am finding this incredibly complicated and frustrating in the extreme. I feel I need to find some computer expert somewhere and pay for his assistance. I use Google Chrome NOT Microsoft Edge. I am trying to log on to a UK Government website to pay a bill and all of a sudden I get the above message. I sent them an email asking for help and they replied with the same link I always use. Obviously it made no difference because the same "403 Forbidden ..." message appeared. I am finding this microsoft website very difficult for me to do anything. It is not user friendly for people like me. Please help. The problem has been going on for over a week.

    This message means that you don't have permission to access the page, this can happen for several reasons. Since you are trying to log on a website, some possible causes can be wrong username/password combination, or missing authorization. Unfortunately, you have to check with the support responsible for this website.

    It will take me a long time to try and do all the things the answer suggested - clearing caches etc, disable extensions, going incognito (and won't that only be a temporary solution?) etc as I don't really know how to do all that and will have to google every stop (I don't use Microsoft Edge). I wish someone could help me by giving me a clear and easy to understand answer.
