Locked account can't access

This is doing my nut in. I have a outlook account which I found out has been locked by good old microsoft. I completed the puzzle a few times to get a code sent to my phone...........nothing arrived and it's not saying there's a error with that method. Asked me to reset my password to verify.......I've done that and still can't access the account

    You are c;learly not listening. I CANNOT access the account recovery I HJAVE TRIED IT! still saying account locked
