Hi, I'm Rodrigo and I will help you.
As the image says, the Facial Recognition is not available because a camera compatible with Windows Hello was not detected.

Do you have a camera on your PC? What is its model?

If you have a laptop computer, what is the laptop model?

No "compatible" camera means you have a regular webcam.

Windows Hello Face requires an infrared camera which you don't have.
