cant log in to email due to authenticator app

i got a new phone and now cant log in to my uni email. i cant log in to it on the authenticator app as it says put in code but i cant get the code because im not logged in. i do not have the old phone. i cant ask my uni it help desk because i cant log into my uni email or website.
