Account locked for no reason and appeals won't unlock it

I have been speaking to co-pilot on what to do about this for a a while now but here is the run down we created: Subject: Request for Manual Review – Account Suspension Triggered During Device Setup

Hello, I’m requesting an escalation for a manual review of my Microsoft account suspension.

My account was suspended on 25 December 2025 at 09:51, which is the exact minute I finished setting up a brand‑new Windows laptop and signed in for the first time. I had not used any Microsoft services at that time, and there was no activity that could violate the Microsoft Services Agreement. I have now appealed twice to no avail.

Important details:

  • The suspension occurred immediately during device setup, not during any user activity.
  • My account has no ToS breaking Outlook emails, no ToS Breaking OneDrive files, no ToS breaking Xbox messages, no ToS breaking Store reviews, and no ToS breaking uploaded content.
  • I have had long‑term Microsoft account sync issues across devices, which suggests an identity or authentication failure.
  • Both appeals were upheld without any violation category provided, and no evidence was shown.
  • The enforcement email only states “content associated with your account,” but there is no content on the account to remove.
  • The appeal decisions were returned in under 24 hours, which suggests the backend may not have loaded my account data correctly.
  • This suspension has also resulted in the loss of access to over £200 worth of Xbox games purchased on this account, which is a significant financial impact.

Because of these factors, I believe this suspension is the result of a technical identity error, not a behavioural violation. I am requesting that this case be escalated to a team capable of performing a manual re‑review of the suspension and the associated logs.

Thank you for your time.

    Hi Logan Flynn,

Thank you for reaching out to Microsoft Q&A forum.

I am very sorry to hear about your experience. Having your account locked during the setup of a new device, despite having no activity or content that violates any policies, is understandably frustrating. This is especially difficult when previous appeals have not provided clear outcomes and your purchased content has also been affected.

Based on what you described, this situation may be related to an authentication or automated system issue rather than a behavioral violation.
