Apps previously pinned in my start menu in folders when transferred and the folders are gone, they wont pin

I recently had bought a new device. whe i logged in my start menu was half transferred from the old device to the new one. when i pinned apps from folders that were there already, they would go back into their original places. But when i pinned apps from start menu folders that were not transferred, the apps would not pin in the start menu, only giving me the option to unpin the apps in file explorer. I could not find anything online about this bug.

2026-01-20T22:09:36.9433333+00:00 hello, like i said in the post, even though the app was pinned to start, it wouldnt appear because the start menu folder that the apps were in on the previous device were not there. the device thinking the folders are still there, automatically puts the apps into the nonexistent or non visible folder and will not appear. this same bug is also causing apps where the folders are still there to go into their exact spots from the old device.
