Insuffictien quota for region

Hi everyone,

I am a graduate student working on a research project in the field of text-to-visualization. I am trying to deploy an Azure OpenAI model, but I am blocked by regional availability.

The Issue: I need to deploy the model in a specific region (like SouhtEast Asia) due to project constraints. However, all my required regions are grayed out with the message: "Insufficient quota".

As seen in the screenshot, East US 2 is technically available to select, but I am not allowed to create resources in that region for this project. I strictly need to deploy in a region closer to my location (Vietnam).

My Questions:

  1. Since I cannot use the currently "Available" regions (US/Europe), what is the correct channel to request capacity specifically for regions like SouthEast Asia?

Is the "Insufficient quota" message typically tied to the general Azure subscription tier, or do I need to submit a specific quota increase request form for OpenAI Service?

  1. Has anyone successfully unlocked "Unavailable" regions for academic or research use recently?

Any advice on how to proceed would be greatly appreciated.

    1. What is the correct channel to request capacity for Southeast Asia?

    There is only one channel: submit an Azure OpenAI quota increase request via Azure Portal → Help + Support → Quota → Azure OpenAI Service, specifying Southeast Asia. There is no separate or special channel to request regional capacity.

    2. Is “Insufficient quota” related to subscription tier?

    No. The message means your subscription has zero Azure OpenAI quota allocated in that region. Quotas are enforced per subscription, per region, per model and are independent of your Azure pricing tier. You must submit a specific Azure OpenAI quota request.

    3. Can unavailable regions be unlocked for academic or research use?

    Generally no. Regional availability depends on Microsoft capacity in that region. Academic or research status does not grant priority access. If capacity is unavailable, the region cannot be unlocked even after request approval.
