Share with permissions set as Can Review Suggest Changes as well as NOT download or print?

How do I share a word document with permissions set as Can Review Suggest Changes as well as NOT download or print? This is to keep the one file as the single point of truth and not have copies out there being edites at different levels of version.

    According to your issue, files in SharePoint and OneDrive (Microsoft Word in your issue) do support a “Can Review” permission but unable to block downloading or printing. 

    To block those actions, you need to modify Microsoft 365 Sensitivity Labels that restrict downloading and printing.
