I am unable to download the office package, as I do not have the adminstrative privelleges required. How can I fix this problem, as my administrator can also not change this.

    The user account on your PC must have administrative privileges (locally on that PC), or you won't be able to install Microsoft Office. Your IT support should definitely be able to fix this, since they control the organization (work) computer.
