Usually Smart App Control cannot be enabled without re-installing Windows it would be very unusual for Windows to enable that automatically, however, Microsoft have announced they are enabling an option in a future update that will allow Smart App Control to be enabled and disabled without re-installing Windows.

If that function was not previously enabled and has somehow been enabled on your PC, is that causing any problems with apps installed on your PC?

Click your Start Button, then just type winver and press Enter, please provide a screenshot of the resulting dialog box.

Windows may have turned on Smart App Control automatically to enhance your device's security. Smart App Control is designed to protect users from untrusted or potentially dangerous applications by allowing only those that are likely to be safe to run. If your device was detected as a good candidate for this feature, it would enable it to help prevent malware and other threats. Additionally, you will receive a notification when Smart App Control enters enforcement mode, which is likely what you experienced.

If you want to check the status of Smart App Control, you can go to Settings > Windows Security > App and Browser Control to see if it is running in enforcement or evaluation mode.
