windows update KB5074109 causes outlook 365 to freeze I have uninstalled the update numerous time. However it keeps getting re0installed

The problem with Outlook is a widely reported problem, Microsoft have indicated they are working on a fix, the best option is to go to the Updates section in the settings app and pause your updates to stop the KB5074109 update installing until Microsoft release a fix for the Outlook bug in that update.
