    I realize that you've encountered a problem with embedding a link to an image in the New Outlook, and I understand how you feel. I noticed that the previous answer provided by Q&A Assist was not useful to you, so I would like to offer further investigation into this issue. 

    You are correct that the method for adding a hyperlink to an image has changed in the New Outlook design. The direct "right-click" option is not available. Instead, the functionality is accessed through the Picture Format toolbar. 

    Here are the revised steps to embed a link into an image, based on your process: 

    1. Insert your image into the email body by going to the Insert tab in the ribbon and selecting Pictures, or by dragging and dropping the image. 
    2. Click on the image you just inserted. This will open the Picture Format toolbar.
    3. On this Picture Format toolbar, click the Link icon.  
    4. An "Insert link" dialog box will appear. In the "Web address (URL)" field, paste or type the full web address (URL) you want the image to link to. 
    5. Click OK. Your image is now an active hyperlink.

    My test shows after you insert the image, click the image and click the Insert -> Link again and it will allow you to do that.
