Regarding your issue, you can upgrade within the consumer Copilot options, but you cannot upgrade Microsoft 365 Family to the business version of Copilot.
Microsoft 365 Family is a consumer subscription. The Copilot included with it is also the consumer version, which has usage limits and fewer advanced capabilities. Microsoft documents that Copilot features and limits depend on the subscription type, and that Personal, Family, and Premium plans fall under consumer licensing, not business licensing.

Copilot is now included in Microsoft 365 Personal and Family
Because of this, Microsoft 365 Family cannot be upgraded to Microsoft 365 Copilot (business). The business Copilot requires a Microsoft 365 Business or Enterprise base license and a work or school account (Microsoft Entra ID), which consumer plans do not provide.
