Even though I am a global admin, i get stuck in a loop approving requests from users. I am also not able to add the app through the enterprise catalog - the "create" button is greyed out from that method.
Also confirmed the other two global admins are experiencing this issue

Hi, I'm experiencing the same issue on one of my tenant accounts.
I'm in the middle of migration from tenant A to tenant B.
On source tenant I'm totally unable to approve any application even with Global Admin role.
Creation of fresh new admin-user is not helping as well.
On tenant B - problem doesn't exist. App was approved by me without any issues. Same Global Admin role.
Please let me know how to deal with that
Szymon it appears to have been a momentary problem - went back in and it's working now without making changes.

Also experiencing this while trying to Approve new Outlook Add-in from the M365 Exchange App marketplace. Cannot complete approval workflow, and asking me to sign in as an admin when i am already a global admin.

As discussed offline, you were able to approve admin consent request now and it was a intermittent issue
