    Hi @David N. Sills IV,

Welcome to the Microsoft Q&A forum. Thank you for reaching out and sharing the details of what you’re experiencing.

I understand how inconvenient it can be when email activity suddenly stops updating and you’re unable to send or receive messages in Outlook, especially when the issue also affects signing in to Microsoft 365 through a web browser. I appreciate you providing the time reference, as that helps narrow things down.

Based on my research, Microsoft has confirmed an ongoing service incident affecting Microsoft 365 access, including Outlook and Exchange Online, which aligns with the symptoms you described, such as not being able to send or receive emails in Outlook and being unable to sign in to Microsoft 365 through a web browser.

At this time, Microsoft has reported that a portion of the infrastructure supporting Microsoft 365 services is experiencing service degradation. As a result, impacted users may encounter mailbox connectivity issues, delayed or failed email delivery, and sign‑in failures across Outlook and Microsoft 365 services.

For your reference, your IT administrator can review the incident details in the Microsoft 365 Admin Center under Incident ID: MO1220495: https://admin.cloud.microsoft/?#/servicehealth/:/alerts/MO1220495
Note: Access to the Microsoft 365 Admin Center is limited to Global administrators. If you don’t have access, please contact your organization’s IT admin for further details.

At this stage, no action is required on your part. Once Microsoft has fully resolved the incident and service health is restored, Outlook and Microsoft 365 access should return to normal without requiring changes to your settings or devices. That said, we kindly ask for your patience while the engineering teams continue working to stabilize the service and process any remaining backlogged requests.

As community moderators, we kindly ask for your understanding that our access to internal development details is limited. Our primary role is to guide users toward the appropriate resources and support channels. While we may not have visibility into performing deeper backend analysis, we’ll continue doing our best to support you within the scope of our responsibilities.

Since other users in the community may be experiencing similar symptoms and may not yet be aware of this service incident, highlighting this information can make it more visible to others in the community who may be facing the same issue, making it easier for them to find guidance.

Thank you again for being part of the Microsoft Q&A community. If you have any further questions or updates, feel free to reply here. I’ll be happy to assist further.
