Dear @Bredbeck, Jeff,
Thank you for posting your question in the Microsoft Q&A forum.
To better understand your scenario and provide the most accurate guidance, could you please help clarify a few points?
- When you say, “document owner”, are you expecting the uploader to manage sharing and permissions for their own uploaded files only, or have full control over the entire SharePoint site?
- Are the users who upload documents currently added as Site Members, or do they already have any custom permissions applied at the library or folder level?
- Does this requirement apply to all documents in the site, or only specific libraries, folders, or files?
In SharePoint Online, the person who uploads a document is recorded as the Created by author, but this does not make them a “document owner” in the permission sense. Ownership in SharePoint is handled at the site level, not automatically at the individual file level. For reference: Overview: Site governance, permission, and sharing for site owners
In SharePoint Online (Microsoft 365), ownership is a site‑level role, not a document‑level role:
- Site Owners: Have Full Control over the entire site (permissions, sharing, settings, deletion).
- Site Members: Can upload, edit, and delete files, but cannot manage permissions unless they already have Full Control via the site or library.
- When a user uploads a file:
- They are recorded as Created by (author)
- The file inherits permissions from the document library or site
- They do not gain ownership or permission‑management rights on that file
This behavior is expected and aligns with Microsoft’s modern security and governance model, which is based on site and group permissions, not per‑file ownership. For reference: Sharing and permissions in the SharePoint modern experience
Note: Granting every uploader Site Owner rights isn’t recommended, as Owners have full control over the entire site (including deleting content and changing sharing settings). This can lead to accidental oversharing or configuration issues.
Instead of giving everyone Owner access, Microsoft recommends these approaches:
Option 1: Keep ownership centralized
Limit Site Owners to a small number of responsible users. Site Owners manage permissions when changes are needed. For reference: Share a site
Option 2: Use library or folder‑level permissions
- Create dedicated document libraries or folders. Break permission inheritance at that level. Grant specific users Edit or custom permissions without giving site ownership
- For reference: Customize permissions for a SharePoint list or library
Option 3: Grant access to specific files when required
A Site Owner can explicitly grant additional permissions on a file (Right-click > Manage access). The Site Owner can stop inheriting permissions for that file and grant direct access (for example, Edit or Full Control) to specific users. For reference: Customize permissions for a SharePoint list or library
I hope the information shared helps point you in the right direction. Please try the steps above and let me know if they work. If not, we can continue working together to narrow this down.
The first response may not always resolve the issue right away, but with your help and more details, we can work toward a solution.
Thank you for your patience and understanding. I'm looking forward for your reply.
