Selecting hardware from the workspace does not allow access to the upload page.(submit new hardware)

I want to submit new hardware to upload WHQL files ,
When I click on the hardware link, it takes me to a different, unrelated page
it should be :https://partner.microsoft.com/en-us/dashboard/hardware/driver
the result is : https://partner.microsoft.com/en-us/dashboard/account/v3/organization/legalinfo
how can I submit new hardware ?
