Windows 10 pro key will not transfer to my new pc on windows 11

I currently have an old laptop that i am retiring in exchange for a PC. the laptop has windows 10 pro with a key and the current computer has windows 11 home without a key. through the slmgr commands, I know i have a Retail key and not an oem key on the laptop. When I followed this help article https://learn.microsoft.com/en-us/answers/questions/5573874/request-to-transfer-windows-11-pro-product-key-to. i was able to uninstall the key on the laptop and have the digital key to put into the activation of new computer. When I did that, it said that the update from home to pro may take a while and then immediately threw an 0x803FAxx error. The error continues to happen on the new computer, but when I put the key back into the laptop, it re-activated just fine. The digital key is not in my order history since it arrived with the laptop.

How can I move my windows 10 pro key (that is not an oem key) to my windows 11 home computer using the 25 digit activation key? It keeps throwing errors even after uninstalling the key with slmgr.vbs /upk and restarting the laptop.

    Is it previously a Windows 7/8 key that was later upgraded to 10 ?
