- Have you already verified who is assigned the Global Administrator role in the tenant? Because only users with the Global Administrator role can cancel subscriptions.
- You mentioned that you don't have permission to cancel Subscription, could you please confirm that are you still able to access admin center link https://admin.microsoft.com or not? It would be helpful if you could provide screenshot of the message when it shows you don't have permission
