Viva Engage CSV Import Failing — Getting FailedMemberList.csv for All Users

Hello,

I am trying to bulk‑add members to a Viva Engage community using the Import from CSV option. The CSV file uploads successfully, but the import always fails, and I receive a FailedMemberList.csv file every time. No users are added to the community.

Here is what I have already tried:

CSV format set to CSV UTF‑8

One email/UPN per row

No blank rows

No external users or distribution lists

Tried both large and very small test CSV files

Re‑saved the file using Notepad (UTF‑8, no BOM) Despite this, the import fails every time.

I would like to know:

  1. Is there a known issue with CSV import for Viva Engage communities?

2 . Has the CSV bulk‑upload feature been temporarily broken or disabled?

  1. What is the currently supported method for bulk‑adding members to a Viva Engage community (e.g., Microsoft 365 Group / Azure AD Group sync)?
  2. Is there any workaround until the CSV upload function is fixed? Please solve this issue.

Thank you.
