Hi thanks for posting here in Microsoft community, at what exact step does the login fail? and message shows up on the screen?

What you can try is signing in from a different network, sometimes Microsoft blocks login because of a vpn or mobile hotspot, try to switch from WiFi to mobile data also if you have vpn / proxy try to turn it off and use a different device on a different network.

I hope that helps you, let me know how it goes.

If you are blocked from signing in to Microsoft Outlook, it may be due to too many failed sign-in attempts or suspicious activity on your account. Here are some steps you can take:

    1. Wait for 24 Hours: If you have made multiple unsuccessful login attempts, it is advisable to wait for about 24 hours before trying again. Avoid further attempts during this time as they can restart the cooldown period.
    2. Check Alternative Sign-In Options: On the password page, check if you have another way to sign in. If available, try using that method.
    3. Account Recovery: If you still cannot access your account, you may need to fill out the Account Recovery Form from a familiar device and location. Ensure you provide accurate details to improve your chances of regaining access.
    4. Unblock Your Account: If your account is blocked due to suspicious activity, you can refer to the Microsoft support page on how to unblock your Outlook account.

If these steps do not resolve the issue, consider reaching out to Microsoft support for further assistance.
