You may use a Windows Server 2022 Standard product key from any legitimate source you already possess, such as a key from a retired server or a previous retail package. It is permissible to use a key that is technically "in use" elsewhere for the purpose of the installation, as this will facilitate the downgrade process. Once you install Windows Server 2022 using that existing key, the automatic online activation will almost certainly fail because the key is associated with another hardware ID. This is expected behavior and requires manual intervention to validate your rights.

To finalize the activation, you must use the telephone activation method. Open the Run dialog by pressing Win + R, type slui 4, and hit Enter. Select your region to reveal the phone number for the Microsoft Licensing Activation Center. When you connect with the support agent, explicitly state that you are exercising your OEM Downgrade Rights from a Windows Server 2025 license. The agent will ask you to read out your valid Windows Server 2025 OEM key (from your COA sticker or email) to verify your entitlement. Once they validate the 2025 license, they will issue you a confirmation ID to force the activation of the Windows Server 2022 instance on your current hardware.
