I replaced my motherboard due to hardware failure. I have a genuine retail Windows license purchased separately. I’m using it on the same PC, but activation failed.

    Try this:

    Go to Settings > System > Activation.

    Click on Troubleshoot.

    Once troubleshooting has completed, click on I recently changed hardware on this device.

    Select your device, click Activate.

    To the activation servers, a Motherboard change is the same as replacing your PC.

    Open the Settings app, go to the activation settings.

    Click the Troubleshoot button, then select 'I changed my hardware, in the resulting list, do you see the previously activated device, to select it and move the licence to the new motherboard.

    If that process fails to activate Windows, where did you get your Windows licence, did you purchase a full retail Windows licence from Microsoft or from a 3rd party retailer, and if so, do you have the product key?
