If your Azure Cache for Redis resource is in a Failed state, you may not be able to perform scaling operations until the issue is resolved. Here are some steps you can take:

    1. Check the Status: Verify the current status of your cache in the Azure portal. If it shows as Failed, you may need to investigate the cause of the failure.
    2. Management Operations: If a management operation (like scaling or patching) is in progress, it can block other operations. Ensure that no other operations are currently running.
    3. Contact Support: If the cache remains in a Failed state for an extended period, consider reaching out to Azure support for assistance. They can provide insights into why the cache is in this state and how to resolve it.
    4. Scaling Limitations: Remember that you cannot scale from a higher pricing tier to a lower one, and ensure that your scaling operation adheres to the guidelines for Azure Cache for Redis.

Once the cache is back to a stable state, you should be able to attempt the scaling operation again.
