How to restrict non-admin users to create a new subscription? Does it have any impact on existing subscriptions?

By design, all the users with corporate email can create Trial, Pay-as-you-Go, and other non-EA subscriptions.

We need to prevent such situations, because we should control all the resources in corporate Azure tenant.

    to create an Azure Subscription permissions are required. More details you can find here: Permission required to create Azure subscriptions

    Apply these permissions only to users that should be allowed to create a new Azure subscription and revoke the permissions on users that aren't allowed.
