Display scrolloing

When trying to look at a selection on the computer screen that requires the ability to scroll up or down in the window using the mouse or keypad, the screen always scrolls to the last selection of the list. No matter what changes I make in the Settings for the mouse and or the monitor. This is true for the "Select a tag" above. It won't let me select anything except Outlook.

    The automatic scrolling in Windows is usually caused by a game controller connected to the PF, if you have a game controller connected to your PC, disconnect it and restart your PC to check if that resolves the problem.

    If that was not the problem, bring up the on-screen keyboard, is it indicated on the on-screen keyboard that any keys like the Down or End keys are being pressed even if you are not pressing them.
