The message UserHasNoMailboxAndNoLicenseAssignedError indicates that your account currently does not have an active Exchange Online mailbox. This typically happens due to one of the following reasons:
No Microsoft 365 license that includes Exchange Online is assigned.
A previously assigned license was removed or has expired.
The mailbox was never provisioned even though the user account exists.
You could try to follow these steps to troubleshoot it:
Verify License Assignment
Sign in to the Microsoft 365 Admin Center.
Navigate to Users > Active users.
Select the affected user account.
Under Licenses and apps, confirm that a license including Exchange Online is assigned.

Reassign the License
