Azure Artifact Signing identity verification link fails immediately with “No access” / ovdf-failure despite no VPN/proxy/VM

I’m setting up Azure Artifact Signing to sign a Windows Electron application.

I created an Artifact Signing account and an App Registration, then assigned roles as required: my user has Artifact Signing Identity Verifier, and the app registration has Artifact Signing Certificate Profile Signer.

In the Azure portal, the Artifact Signing Identity validation shows status “Action Required” with a link: “Please complete your verification here”.

Issue

When I open the verification link, I’m redirected to the external identity verification provider page, but I immediately get a “No access” error before I can start any verification steps. The message states that some users/entities/locations are restricted and that anonymizing/location-hiding technologies (VPN/VM/etc.) are not allowed.

I tried to rule out local/network causes by testing from multiple networks (home ISP and mobile data), multiple browsers, and multiple devices (PC and mobile phone). I also temporarily disabled browser extensions, but the result is always the same: instant “No access”.

It appears that the page is broken on its own, so I'm unable to complete Artifact Signing identity verification. Consequently, I’m unable to obtain or use a certificate profile to sign my Windows Electron app.

Please advise on how to unblock verification or any necessary steps to complete the identity verification process.

    Thanks for reaching out to Microsoft Q&A.

    I think what you are hitting is a hard block from Microsoft’s external identity verification provider, typically due to geo, tenant trust, or providerside risk rules and it fails before the verification flow even starts. Disabling VPNs or changing browsers does not help because the block is applied at the account/tenant/region level, not your device.

    if not yet, raise a Microsoft Support ticket under Azure > Security > Azure Artifact Signing and explicitly mention “identity verification link returns ovdf-failure/No access immediately”.

    Include the transaction ID shown on the error page, your tenant ID, subscription ID, and confirm you are in a supported country. Ask support to manually reset or re-trigger identity verification or to switch the verification provider.

    This is currently the only way to unblock it. There is no self-service workaround, and recreating the account or app registration usually does not fix it.
