You don't have to convert anything.
Your Hotmail address already works as an Outlook.com account, because Microsoft migrated all Hotmail accounts to Outlook.com years ago. The name of the service changed, but your @hotmail.com email address stays valid.
There is no need to “migrate” or “convert” your account.Please let me know if you have any other question !
