Publishing with Copilot Studio

I am trying to publish a Copilot Agent I have created. I am seeing the message box below. I have tried setting up PAYG billing, spent an hour with Co-pilot trying to figure this out and still no success. Does Copilot Studio Pay-As-You-Go really exist? How can I set this up to work correcty?

    Copilot Studio supports pay-as-you-go billing via an Azure subscription — meaning you can pay only for actual usage (Copilot Credits consumed by your agents) rather than prepaid packs.

    However:

    • Pay-As-You-Go handles only consumption costs — it does not grant publishing rights by itself.
    • You still need proper licensing or permissions to publish agents.

    The publishing error you’re seeing (“billing issue” or similar) usually means your account isn’t licensed or permitted to publish agents even though billing is set up.

    To publish an agent successfully, you must have authoring rights, which are provided by one of these:

    ✅ Copilot Studio user license assigned in Microsoft 365 admin center → This is a specific license that gives a user the ability to create and publish agents.

    OR

    ✅ A role that allows authoring → For example, Copilot Studio Authors security group in Power Platform admin center.

    Without either of these, Copilot Studio will block publishing, even if billing is configured.
