    all location options are grayed out and will not let me change them to ON.

    Thank you for the information. It's possible that Geolocation services is disabled.

    Press Win + R

    Paste:

    services.msc
    

    Find Geolocation Service

    Double-click it

    Set:

    Startup type: Automatic

    Service status: Running

    Click Apply - OK
