We sincerely recommend you try to create a support ticket from Microsoft 365 Admin Center>Support>Help & Support. You can raise a support ticket from https://admin.microsoft.com/#/support/requests.
The support team over there has higher permission than us to investigate the issue from the background; they have more resources and correct escalation channels in handling this kind of issue. This would be a more efficient way of handling the case for you.

In the meantime, as a workaround I suggest you can refer to use Power Automate. I suggest posting a new topic in the Microsoft Power Platform Community Forum Thread.
