I understand how frustrating this is, especially when you expect your contacts to load normally but instead see an empty screen without any indication of what’s wrong. This usually happens because the new Outlook uses Microsoft 365’s cloud-based People experience, and contacts do not appear if they’re stored locally, synced from unsupported accounts, or if the contact permissions and sync settings have not fully initialized yet. The issue can also occur when the new Outlook is still migrating data from the classic version or when the connected account does not support contact syncing in the new unified Outlook interface.
The most dependable way to resolve this is to make sure your contacts are stored in your Microsoft 365 or Outlook.com account, confirm that contact permissions are enabled, and sign out and back in to refresh the sync so Outlook can reload the People data correctly.
May I also ask have you noticed whether your contacts were originally stored only on your device or inside a PST file in the classic Outlook?
