Im trying to create a gmail email but it says ive used the same phone number too many times for verification?

I think at one point i used my hotmail address to sign into google. I'd like to have a seperate Gmail account, but it keeps saying I have used the same phone # too many times and it won't verify it. I only have 1 cell # but i could use my husband's, but i dont want his number to be the one on my google email??
