Can you please try running Outlook.exe /safe from the Start menu?
If it works without fail, you may need to remove Outlook add-ins.
Please try running a Quick Repair.
Press Win + R
Type:
appwiz.cpl
Press Enter
Select Microsoft 365 / Office
Click Change
Choose Quick Repair
Click Repair
Restart your PC when finished
