Their support is very hard to contact, try to find a local support number in your location, if not, open the Get Help app in Windows and repeatedly ask the bot in that app to 'speak to a person'.

I blanked out your product key to protect your privacy, this is a public forum.
On the new PC, open the Settings App.
Go to System - Activation.
Click the Troubleshoot button, then select 'I changed my hardware', and on the resulting list, you should see the previously activated device, sselect that, and that process should move the Windows licence to the new device.

If that process did not get your Windows activated on the new device, then because this forum is just a user to user forum, you will need to contact Microsoft Support directly, provide them with your product key and they will be able to reactivate your Windows licence for you.
