Hello.

I activated Window 11 Pro on a virtual machine that I had to delete. When I registered the key the first time I did not link it to a Microsoft account. Now Windows is teling me that I cannot use the license because it has already been used.

Trouble shooter does not help.

Phone activation number does not work.

    Hi David,

A Virtual machine is technically a computer. Now Microsoft support might help you in this case.

Please contact Microsoft Support for further assistance.

Please go to the https://support.microsoft.com/contactus page

Type "Chat with someone" option and press Enter.

Please click on the "Contact support" button at the bottom.

Select the Product and Category for support based on your requirements.

The available support methods will be shown to you.

I hope this information helps. If you have any more questions, don't hesitate to reach out.

Otherwise, please take a moment to rate the answer. Wishing you good luck!

You can run the Activation troubleshooter from activation page in Settings.

Then select I changed hardware on this device recently.
