word software & product work on hardware now damaged, but when transferring to new hardware, product key is invalid, why?

purchased office 2019 professional plus & product key has worked for 3 years ,hardware is damaged & software + product key need to be downloaded on new hardware. downloaded successfully entering product key up front, but when 'activated', Product key is invalid! Why?

    The product key can be used only one time. The license afterwards is linked to your Microsoft account, from where you can reinstall the software. At https://account.microsoft.com/services page, do you see it linked?
