Unlimited contacts in Azure support plans

We decided to not re-up our Unified Support contract so I'm looking at other options.

The Azure support plans, excluding Basic, all say that there are unlimited contacts for who can open cases. Does this mean I can upgrade to one of these plans and add my team to the contacts in order to create cases if needed?

What are the limitations and at what point would I need to enroll each person under their own support plans?
