Some aspects of this issue resemble those in an older Q&A thread entitled Microsoft Solitaire Re-Enables Dynamic Lighting:

Here, the keyboard lights are turned off during the commencement of games in Microsoft Solitaire Collection version 4.24.12220.0. Using a Logitech G213 keyboard without any GHub install. Instead use OpenRGB (no WinRing0) with an active profile just for the keyboard lights, don't have it running as a scheduled task. Re-activating the profile in OpenRGB brings back the keyboard lights. Everything re dynamic lighting in Windows Settings is disabled as per linked thread.

Referred the issue to the Xbox team, the suggested standard system checks were carried out.

Any info regarding resolution of keyboard lights staying on appreciated.

    Issue resolution was simple enough, disabled and uninstalled the OpenRGB utility, and turned on the relevant Windows settings found in Settings>Personalization>Dynamic Lighting.

    Keyboard lighting works well in Solitaire.
