Open Settings, go to Time & Language, then Language & Region. Under Regional format click Change formats, then choose More date, time & regional settings to open the classic Control Panel. Click Region, then Additional settings, open the Date tab, and in Short date enter yyyy.MM.dd. Apply and confirm with OK. This changes the system short date format across Windows and most applications.
You can also do it through Control Panel directly by running:
control intl.cpl
Then go to Additional settings → Date → set Short date to yyyy.MM.dd and apply.
