Pasting as text may not work if the PDF is a scanned file. Outlook may interpret it as a picture.
You should be able to make a screen shot and paste that into an e-mail, though (using either new Outlook or classic Outlook for Win).

I have a new Windows 11 pc. The "New Outlook" won't let me copy and paste a pdf document into an email. Why?
Never had this problem on my old pc with Windows 8.1.

The issue you are experiencing with copying and pasting a PDF document into the "New Outlook" is likely due to the fact that the "New Outlook" is not MAPI-compliant. This means it does not support certain functionalities that were available in the older versions of Outlook, including the ability to paste documents directly into emails.
To resolve this, you may want to switch to the Classic Outlook version, which is more compatible with these types of actions. You can do this by using the toggle switch at the top right corner of the Outlook window. If you do not see the toggle, it may be located under the Help menu.
Using Classic Outlook should allow you to copy and paste PDFs and other documents into your emails without any issues.
