The user is experiencing a permissions error when trying to import a .msg contacts folder file into Outlook. This issue may arise because the .msg file was created by another user, and the permissions associated with that file may restrict access or modification by the current user. Outlook requires appropriate permissions to read and import items from .msg files, especially if they are shared or transferred from another user.

To import the .msg file into the Outlook contacts folder, the user can try the following steps:

    1. Check Permissions: Ensure that the user has the necessary permissions to access the .msg file. If the file is located on a shared drive or was sent via email, the original sender may need to adjust the permissions.
    2. Open the .msg File: Instead of importing directly, the user can try opening the .msg file first in Outlook. This can sometimes bypass permission issues.
    3. Drag and Drop: If the .msg file opens successfully, the user can drag and drop the contact items from the opened message into the Contacts folder in Outlook.
    4. Use Import/Export Wizard: If the above methods do not work, the user can try exporting the contacts from the .msg file to a .pst file and then importing that .pst file into Outlook.

If the problem persists, it may be helpful to consult with the original sender to ensure that the file is not corrupted and that the permissions are correctly set.
