To better understand the issue, could you please confirm whether you are using Classic Outlook or the New Outlook experience?
As a first step, I recommend removing the existing Google Calendar ICS subscription from Outlook. In Outlook, go to File, then Account Settings, open Account Settings again, and select Internet Calendars. Locate the Google Calendar subscription, remove it, and then restart Outlook.
After restarting, re-add ICS using the appropriate method based on the Outlook version you are using. See the steps on this article Subscribe to your Google Calendar.
