Excel reference row not updating to same row number

I have a case assignment master spreadsheet set up for work, and each employee then has their own individual worksheet in the same workbook. Each row on the employee's sheet has an "IF" formula referencing the same row on the master spreadsheet. Until recently it has duplicated fine, but now for example it shows the row number to be 2 more than it is on the master spreadsheet. For example, row A5987 is being pulled from the master spreadsheet and placed on row A5989 on the employee's sheet. There are no hidden rows and the formula hasn't changed. It didn't change until row A5958 and everything after that is off by 2 now.
